According to the federal law, foreigners would be able to claim a VAT refund from minimum purchase amount of 10000 rubles ($175). There are two VAT rates in Russia. A standard VAT rate: 18%. Some food products, medicines, children’s goods, books, magazines: 10 %. The VAT refund system doesn’t cover excisable goods, such as tobacco, alcohol, cars and some motorcycles etc.
